A question that gets asked a million times in the BolehMiles Telegram community is this: “What’s the best MPR card for general local spend? Not dining, not airlines, and no AMEX pleaseee!”
Well, HLB Sutera Platinum could be your solution. It earns a modest 0.33 MPR on almost everything, including pesky categories like government payments (MYEG only), insurance and utilities.
It may look like an auntie card, but many mileschasers secretly love it. And until 30 November 2026, you’ll also get an upsized earn rate on groceries, dining and overseas spend.
What’s even cooler? From now till 31 December 2026, all Sutera Platinum cards will be issued with the Spider-Man card-image.
Who is this card for?
This card is suitable for almost anyone. It’s entry-level with a low income requirement, but also useful for savvy mileschasers who simply need a general-spend card when better options are exhausted.
In fact, in Malaysia’s low-MDR environment, an uncapped 0.33 MPR on general spend is already the highest in the market.
It may be Enrich-only, but it fills a gap that even many high-end cards can’t, as we’ll explain below.
How Does This Card Stack Up with its Peers?
General Spend
General spend simply means spend that doesn’t fall into bonus categories like Dining, Airline, Online or Overseas. Here’s how HLB Sutera Platinum stacks up against other cards in the market.

🚧 Road Block
The HLB Sutera may not earn the highest MPR, but when you’ve exhausted Alliance Virtual and CIMB eCard, or don’t have an AMEX, 0.33 MPR starts to look pretty good.
Notice something different about HLB Sutera compared to the other cards in the table above? It’s the only card with two ticks. Every other card comes with a roadblock, either a limit or a category restriction.
It may not be the best in any particular category, but it works on almost anything, like a little Swiss Army knife.

If you’re a regular BolehMiles reader, the other cards should already be familiar from our Best Miles Cards 2026 post, except the CIMB Visa Infinite (the non preferred, black color version).
The CIMB VI is a decent alternative for general spend, thanks to 15,000 bonus CIMB Points when you spend RM6,000 per month.
This makes CIMB VI the second-highest Enrich earn rate in the market when it comes to general spend. It can also earn slightly lower 0.23 Seafood Miles, which may appeal to some mileschasers.
Groceries and Pharmacy
This is auntie card’s territory. Groceries (MCC 5411: Giant, Cold Storage, Jaya Grocer, etc.) and pharmacies (MCC 5912: Guardian, Watsons, Caring, etc.) earn 0.33 MPR, boosted to 0.41 MPR until 30 Nov 2026.

Outside of the Maybank Platinum Charge and Maybank KrisFlyer Amex, the HLB Sutera is a decent option for groceries at 0.41MPR, especially if you don’t have either Maybank card.
Dining and Overseas Spend
Given a choice, we wouldn’t recommend using HLB Sutera for Dining. That’s the HLB Visa Infinite’s job at 1.0 MPR, while there are plenty of better cards for Overseas spend like UOB PME.
Still, 0.41 MPR for Dining and 0.5 MPR for Overseas are still respectable, especially if you don’t meet the income requirements for those higher-end cards.
Use HLB Sutera for Government (MYEG), Insurance and Utilities payments

What’s the auntie card’s superpower? Government (MYEG) payments and JomPAY.
Government services such as driving licence renewals and road tax can be paid through MYEG, which accepts Visa, Mastercard and AMEX.
Most banks exclude these transactions from earning rewards, but not HLB Sutera – the card still allows you to earn 0.33 MPR.
And for JomPAY? There’s now another route. ShopeePay recently launched JomPAY payments powered by IIMMPACT, a way to make JomPAY payments through the app, without fee.

In the ShopeePay app, you can access JomPAY function (shown below) and make payments to any registered JomPAY biller, including utilities, insurance and more.

During checkout, the 3 payment options are ShopeePay Wallet, SPayLater or credit cards.
We recommend using ShopeePay Wallet or SPayLater, which earns 0.33 MPR with HLB Sutera. Credit cards should work too, but since banks tend to exclude JomPay payments, we recommend sticking to the safer options.
If you haven’t signed up for ShopeePay, you are leaving money on the table because it’s a surprisingly useful tool for mileschasers.
DuitNow QR via Shopee Pay works with almost any merchant QR in Malaysia while still earning Enrich with HLB Sutera. And SPayLater lets you defer payments while earning credit card rewards.

Exclusions
There’s one important nuance here: HLB Sutera excludes Government, JomPay and FPX transactions, so direct payments in these categories will not earn any points.
However, MYEG payments, while technically government-related, are explicitly included under bonus spend.
For JomPay via ShopeePay, we don’t have enough data points yet to confirm whether HLB Sutera will award points when paying directly by credit card. So for now, we recommend going through ShopeePay Wallet or SPayLater instead.
Other Perks
The HLB Sutera is not a designed as a travel card, so you won’t be getting lounge access or travel insurance.
Spiderman Makeover
This is just cosmetic, but it does add a bit of cool factor to the card.
Until 31 Dec 2026, all HLB Sutera cards applied online or offline will be issued with Spiderman card image version, subject to stock availability. If you are already an existing cardholder, you can also replace your current card with a Spiderman one for a small fee.

Conclusion
The HLB Sutera is the highest uncapped general-spend card at 0.33 MPR, including MYEG and JomPay via ShopeePay, letting you earn miles on utilities, insurance and more. The downside? It’s Enrich-only.
0.33 MPR won’t make you miles-rich, but when better options are exhausted, it’s a very useful card to have in your portfolio.
Overall, Macam Boleh, but very close to Boleh. And hey, even if 0.33 MPR doesn’t excite you, how can you resist that cool Spider-Man card image?
